Vespa 50 Special without booklet, how to do it?
Posted on 18.11.2021Do you have a Vespa 50 Special without booklet and you don't know how to do it? Calm and cool. First of all you need to know that you are not alone. It very often happens to those who buy vintage cars and motorcycles, perhaps even to be restored, not to have the booklet and to remain with a simple complaint made by the previous owner to the carabinieri for the loss of the same. It also happens that you find an old family Vespa in the garage with no license plate anymore because it has stood still for years and you don't know how to put it back on the road.
Before discovering how to move, a little premise is needed. Experts recommend avoiding the purchase and sale of a Vespa 50 Speciale without the booklet and above all without the relative loss report. Why? Well, the report of loss of the same is up to the owner and not to you. So let's try to understand the causes that lead a means of transport not to be sold with its own vehicle registration document.

The reasons for the absence of the booklet: here are all the possibilities
What are the reasons that lead to the absence of the booklet? Why should I own or buy a Vespa 50 Speciale without it?The possibilities are different and include:
How to redo the Vespa 50 Special booklet
To the initial question on how to do it in the case of a Vespa 50 Special without booklet, we can answer step by step. The first, now clear, is: to report to the authorities responsible for loss or theft.Second step: go to the motorization for the Vespa testing procedures. It will be the Motorization or one of the authorized centers to issue you the new booklet.
In general, any owner of two or four-wheeled vehicles must declare the loss, destruction or theft of the certificate of technical competence or the certificate of circulation, within 48 hours, or to the Police or the Carabinieri. Subsequently, the offices of the civil motorization or to one of the persons authorized by the Ministry of Transport can issue a duplicate by noting the same number plate already associated with the original document.
A very important distinction must be made. There is talk of a booklet as a registration certificate for motorcycles while a certificate of suitability for mopeds. What changes?
What are mopeds and what are the rules?
Mopeds are two or three-wheeled motor vehicles with an engine of displacement not exceeding 50 cc and the ability to develop a speed of up to 45 km / h on a horizontal road. When buying and selling a used moped, it is necessary to ensure the presence of the original old type booklet, i.e. certificate for moped or new type, i.e., registration certificate.
If the booklet is not there but the report was duly made by the old owner, during a sale you can get a certified copy of the report and re-register the moped. It does not matter that the report was made in the name of another person, because the vehicle is registered in the name of the person requesting it if he or she is in possession of all the necessary documents.
Without booklet and without complaint from the owner it is better not to proceed with the purchase. While checking the lawful origin on the website of the Ministry of the Interior, it is not possible to obtain absolute certainty that the vehicle is not stolen.
In general, until 14/07/2006 there was no register of mopeds. The date of the first registration was only affixed to the booklet and nowhere else. If the booklet is lost, important information is also lost. This does not involve a big problem for the new registration, but possibly to demonstrate to the insurance what the true age of the moped was in order to take advantage of subsidized policies for historic vehicles.
Since July 14, 2006, many things have changed for mopeds. This means that without the old registration certificate or certificate of circulation, the moped must be registered according to the new regulations, thus obtaining a circulation certificate and a new license plate. After that date, on the other hand, it is sufficient to ask for a copy of the traffic certificate from the offices of the civil motorization or from one of the authorized entities. This also applies if the certificate of suitability or the roadworthiness certificate deteriorates. In words fear for the old type booklets a longer procedure is required which involves a new registration. For new type booklets, in case of loss or theft, just ask for a duplicate.
